Request a quote for Embassy & consulate legalizationBecause Taiwan is outside the Apostille Convention, a Taiwanese document that will be used abroad usually needs a chain of authentications. Private documents such as declarations or powers of attorney are first authenticated by a notary. Public documents and notarized documents are then authenticated by the Ministry of Foreign Affairs' Bureau of Consular Affairs (BOCA, 外交部領事事務局). Finally, the representative office of the destination country in Taiwan legalizes the document.
Each office has its own forms, opening hours, fees and processing times, and requirements change without much notice. We track them for you, prepare the application forms and cover letters, submit the documents in person and collect them when they are ready. Documents for use in mainland China follow a separate route through notarization and the Straits Exchange Foundation (海基會), which we also handle.

Questions and answers
Which countries require legalization of Taiwanese documents?
Almost every country that receives a Taiwanese public document requires some form of authentication, and many also require legalization by their own office in Taiwan. The exact chain depends on the country and on the authority that will receive the document, so we confirm it with every quote.
My destination country has no representative office in Taiwan. What happens then?
In that case the document is usually authenticated by BOCA and then legalized by that country's embassy or consulate in a third country that covers Taiwan. We coordinate this through our international network.
Can you legalize documents for use in mainland China?
Yes. Documents for use in mainland China are notarized in Taiwan, and a copy of the notarial certificate is forwarded through the Straits Exchange Foundation for verification. We handle the notarization and the submission.
Do I need to come to the offices in person?
No. In most cases we act on your behalf with a signed authorization. We will tell you if an authority insists on your personal appearance.
